Practical Approaches for a Safer Nation
What does it take to keep a nation truly safe? Drawing on decades at the front lines of policing, intelligence coordination, and public safety, Mahil Dole argues that lasting security cannot be built on enforcement alone — it must be built on prevention, partnership, and public trust.
The book sets out practical, actionable approaches across three fronts:
Written in a clear, accessible style with concrete policy recommendations, it is essential reading for security professionals, policymakers, students, researchers, and anyone interested in governance and public policy.

About
Mahil Dole is a retired Senior Superintendent of Police of Sri Lanka and a veteran of policing and national security intelligence. Over nearly four decades of service (1976–2014) he rose through every rank from Sub Inspector to Senior Superintendent of Police, serving across the island — from Galle and Matara to Point Pedro, Trincomalee, and Colombo — in roles spanning national security, intelligence coordination, and public safety.
Since leaving active service, he has become a prominent voice on security and governance, writing regularly for Colombo Telegraph on subjects ranging from policing reform and counter-terrorism policy to maritime security in the Indian Ocean and the rule of law.
His first book, Security Beyond Enforcement: Practical Approaches for a Safer Nation, distills that experience into a practical framework for policymakers and practitioners — arguing that resilient societies are built on prevention, partnership, and people-centered strategies rather than enforcement alone.
